Amazon has confirmed it is investing in a large natural gas plant to power a data centre in Pecos County, Texas, a facility the New York Times reports could become the largest single source of climate pollution in the United States. Permits allow the plant to release 33 million tons of carbon dioxide a year.
For scale, the dirtiest power plant currently operating in America is the coal-fired James H. Miller Jr. plant in Quinton, Alabama, at around 16 million tons. Amazon’s project is permitted for roughly double that.
What is being built
The plant, known as GW Ranch and developed by Pacifico Energy, would run 35 gas turbines for a combined 7.65 gigawatts. Amazon acquired the site and will buy power directly from the facility.
Permitted capacity is not the same as actual output, and plants rarely emit their maximum. Even well below the ceiling, this one has ample room to exceed America’s current worst emitter.
The detail that matters most
The plant will not initially connect to the wider electricity grid. That is not incidental, it is the entire point.
Grid connection means queues, utility negotiations, and the regulatory apparatus that comes with being part of shared infrastructure. Building your own generation on site skips all of it.
“We’re going to see an explosion of off-grid gas projects,” said Michael Thomas, founder of Cleanview, the firm that traced the project to Amazon. He called it a possible foreshadowing of what is to come.
Until this year, Amazon powered its data centres with electricity from traditional utilities. The shift to self-supply is the structural change here, not the tonnage.
Why companies are going off-grid
The alternative route is slow. US regulators have been fast-tracking data centre grid connections precisely because the queues had become a bottleneck for AI buildouts.
Utilities are spending accordingly. American utilities plan to spend $1.4 trillion on electricity infrastructure by 2030 to serve the AI boom, and even that has not been fast enough for the largest projects.
Gas is simply the quickest thing to build. The AI buildout has already triggered the largest gas-plant construction boom on record, with clean-energy advocates unable to outbuild it and turning to state legislatures instead.
The pledge problem
Amazon co-founded the Climate Pledge, a voluntary commitment to eliminate its emissions by 2040. Its emissions have risen in each of the past several years.
“The world looks different now than when we co-founded the climate pledge,” said Amazon spokeswoman Margaret Callahan, adding that “our commitment hasn’t changed.” The company says the site will be powered by new on-site generation that will not raise electricity costs for Texas families.
Amazon is also evaluating solar and battery storage, and Pacifico Energy has outlined up to 750 megawatts of on-site solar and 1.8 gigawatts of storage at GW Ranch. Against 7.65 gigawatts of gas turbines, that is a supplement rather than a strategy.
The political weather
Washington is encouraging exactly this. President Trump has promoted oil, gas and coal over renewables under an energy dominance agenda, issued an executive order easing data centre construction, and federal agencies have introduced fast-track policies since.
Environmental groups are focused on local effects as much as carbon. “It’s going to absolutely have a huge impact on the environment, and on public health,” said Kathryn Guerra of Public Citizen, noting that gas plants also emit smog-forming pollutants linked to asthma and heart disease.
What a different rule looks like
Other jurisdictions are trying to make this arithmetic impossible. Australia has proposed requiring new data centres to add at least as much generation to the grid as they consume, an additionality rule that would make an off-grid gas plant a liability rather than a shortcut.
Brussels has told Big Tech to align AI data centres with climate goals or stay away, insisting operators support clean power and recycle waste heat.
Neither approach is settled, and both are contested. But they point at the same gap: in Texas, nothing requires a company building its own power station to answer for what comes out of it.
