Having pulled Windows RT 8.1 offline due to issues upgrading from Windows RT, Microsoft has announced that it’s now available again to download.
Windows RT 8.1 update available again for free in Windows Store. Go update your Windows RT and Surface RT devices now!

As noted by ZDnet, it seems the problem stemmed from a “rare situation” whereby firmware hadn’t been fully completed when updating to Windows RT 8.1.
