Graham Charlton at Econsultancy has just published a post about Bing throwing up captchas when he performs local searches.
Based upon the comments it appears that Google and Bing both do this to prevent abuse from automated programs, but that Bing has a much lower threshold.

Google do the same. Usually when marked on intellectual property so that for some reason (which would make a very large number of searches, respectively). Google expiclt a bit more reason to show the capture, but I think it's the same reason for Bing.
