In a press pass today, Microsoft has announced two new open source tools that to enhance interoperability with .pst files.
The tools should make it easy for developers to understand the way data is stored in .pst files and access this data for their own applications.

PST Data Structure View Tool presents internal data structure of the .pst file in a graphical format.
PST File Format SDK will allow developers to access data stored in the .pst files. As of now only one can only read data and Microsoft says that capability to write into .pst files should be available soon.
