Ijust got my twitter today,because my old one has been hacked,and i need to contact my fans and friends but twitter is over capacity how do i get it to work?? Please help :(

i just joined twitter yesterday and have been simply trying to upload a profile picture for 2 days now!!! and it shows the over capacity message every single time! wtf!!!!!

i only check twitter about once a day in the afternoon and i get this on average 2 out of 3 days per week.
